Lithgow's housing and industry both left asbestos behind
Lithgow grew as a coal, steel and railway town, and its housing shows it. Miners’ cottages and railway housing from the 1920s to the 1950s, weatherboard with fibro additions or fibro all through, sit on the slopes of Lithgow, Bowenfels, Littleton and Hermitage Flat. Wallerawang and Portland have rows of fibro houses built for power station and cement works families in the 1950s and 60s. Almost all of it predates the 1980s, so almost all of it has asbestos somewhere.
The industrial side is the other half of the story. Old workshops, boiler houses, sheds and plant buildings around the valley carry asbestos as roofing, wall sheeting, pipe lagging, gaskets and insulation. Lagging and insulation are friable, which means Class A licensed removal with a sealed enclosure and air monitoring. It is a different job to stripping a garage and needs a contractor licensed to do it.
Lithgow’s climate does the rest. Frost and damp break down asbestos cement faster than it does in Sydney, so roofs and external walls up here are often already cracked and shedding.

Removal, abatement and demolition in Lithgow
Asbestos removal and abatement
Bonded sheeting, roofing, fences and linings removed whole where possible, wrapped and sealed on site, frames sealed with PVA. Where material cannot come out yet, encapsulation seals it so it can be managed safely until it can, which is common in occupied cottages being renovated in stages.
Industrial sites
Old workshops, boiler houses, sheds and plant buildings, quoted after a site visit. Pipe lagging, boiler and duct insulation, gaskets and weather-damaged sheeting are friable, and by law they can only be removed by a Class A licensed removalist with a sealed enclosure, negative air and air monitoring.
Demolition in Lithgow
Cottages, sheds, garages, workshops and small commercial buildings. The asbestos is removed and cleared first, then the demolition follows, as one job with one contractor. Demolition needs Lithgow City Council approval; the asbestos removal on its own does not, and we can start that stage first.
Testing and pre-purchase inspection
Samples to a NATA-accredited laboratory (how testing works), results in writing, usually within the cooling-off period on a purchase. A pre-purchase inspection covers the house, the sheds and the outbuildings, which is where the surprises on Lithgow blocks tend to be.
Disposal over the range
Transport and disposal at an EPA-licensed facility is part of every job, planned into the same trip as the crew. You receive the waste tracking paperwork, which answers the question every buyer of a 1940s cottage is going to ask, and proves nothing was buried on the block.
Clearance certificates
A clearance certificate from an independent licensed assessor closes out every licensed removal, before the builder or demolition crew takes over. For industrial and friable work it follows the final air monitoring result, and both documents are supplied to you for your records and any future sale.

Buying or selling an older Lithgow house
Lithgow has some of the most affordable older housing within reach of Sydney, and a lot of it changes hands to buyers who plan to renovate. A pre-purchase asbestos inspection tells you what you are taking on before you sign: which linings, roofs and sheds are asbestos, what condition they are in, and roughly what it will cost to deal with them. We inspect, sample, and send results from a NATA-accredited laboratory in writing, usually within the cooling-off period.
Selling? Documentation from past removal work, the clearance certificate and the waste receipts, is worth keeping with the contract. It answers the question every buyer of a 1940s cottage is going to ask.
How a Lithgow job runs
- Quote. Photos and measurements are usually enough for a fixed written price on a cottage or shed. Industrial and friable jobs get a site visit first.
- Notification. We lodge the SafeWork NSW notice, which has to go in five days ahead of any licensed removal.
- Set-up. Barriers, signage, decontamination point, and for friable material a sealed enclosure under negative air with monitoring running.
- Removal. Wetted, fixings removed, sheets kept whole, wrapped in heavy plastic, sealed and labelled. Frames sealed with PVA. Lagging and insulation bagged inside the enclosure.
- Waste run to an EPA-licensed facility, and the tracking paperwork comes back to you.
- Clearance from an independent licensed assessor before the builder or demolition crew takes over.
What a typical Lithgow job looks like
The most common Lithgow call is a cottage renovation where the sleep-out, bathroom or kitchen linings turn out to be fibro, or a shed or garage that is being knocked down. A room strip-out is a day. A whole cottage re-clad is two to three. A shed demolition depends on the size and how much of the roof has already broken up.
The less common but more serious call is an industrial building with lagging or insulation. We assess it first, because lagging and insulation are friable and by law need a Class A licensed removalist, with the enclosure, air monitoring and clearance that involves.

Lithgow asbestos questions
The questions we get from Lithgow. Anything else, call 0452 224 398.
Square metres, material and access set the price. A bathroom strip-out is at the low end, a whole fibro cottage or an industrial lagging job at the high end. Fixed quote after photos or a visit. Our cost guide explains the pricing.
Yes, for bonded material such as roofing and wall sheeting. Lagging and insulation are friable, and by law they need a Class A licensed removalist with enclosures, negative air and air monitoring, so we assess those first.
Yes. The asbestos comes out and is cleared first, then the structure comes down. Lithgow City Council approval is needed for the demolition, not for the asbestos removal.
Up to 10 m² of bonded asbestos can legally be removed without a licence in NSW, but weathered Lithgow fibro is brittle and the wrapping, transport and disposal rules still apply. Friable material always needs a Class A removalist. We explain the trap in our piece on the 10 m² rule.
Yes, over the Mountains, and the job is planned so the crew, the truck and the waste run happen in one trip. Lithgow, Portland and Wallerawang are regular work for us.
An independent licensed asbestos assessor, not the removal crew. You receive it before the area is handed back.
