The consequence is the part homeowners miss. Central Coast Council states that non-friable asbestos may become friable asbestos through deterioration, and that if fire, hail or water blasting damages bonded asbestos it may become friable and must be removed by a licensed friable asbestos contractor.
In plain terms, a Terrigal fibro garage that has faced forty years of salt spray is not the same job as the same garage in Penrith. It may have crossed from a Class B job into a Class A one, and that is not a judgement to make from the ground with a pair of binoculars.
One more Terrigal specific: the Asbestos Product Guide notes that gutters accumulate asbestos debris and dust from degrading roof sheeting, and that this accumulated material should be considered friable. Both take asbestos by appointment only, booked at least 24 hours ahead, and both accept only asbestos generated inside the Central Coast local government area.
For 2026/27, Council charges asbestos as special waste at $557.55 per tonne excluding GST, which is $613.30 including GST, with a minimum charge of $39.98 including GST per load. Every load is inspected and non-compliant loads are refused.
The wrapping requirements are strict. Non-friable asbestos must be watered down, wrapped in two layers of 200 micron heavy duty builders plastic, sealed with waterproof tape, in packages no more than 500 mm high. Friable material has tighter rules again.
There is also a tracking obligation people rarely know about. Anyone transporting 100 kg or more of asbestos waste, or 10 m² or more of asbestos sheeting, needs a Movement ID from the EPA’s waste tracking system before the load moves.
What the law requires in New South Wales
The 10 square metre rule. You may remove up to 10 m² of bonded asbestos yourself in NSW with the right precautions. Above that, the work must be done by a licensed removalist. Any amount of friable asbestos must be removed by a licensed contractor, with no homeowner exemption at all.
Licence classes. SafeWork NSW issues two. A Class B licence covers more than 10 m² of non-friable asbestos. A Class A licence is required to remove any amount of friable asbestos.
Clearance certificates. A clearance inspection is required at the completion of all licensed removal work, before anyone reoccupies the area, and it must be carried out by someone independent of the removal work. For friable work the certificate must come from an independent licensed asbestos assessor. For non-friable work it may be issued by a competent person or an assessor.

Does salt air make asbestos more dangerous in Terrigal?
Indirectly, yes. Salt, sun and wind degrade the cement that binds the fibres. Council’s own guidance confirms non-friable asbestos can become friable through deterioration, and friable material is a licensed Class A job regardless of quantity.
Can I take asbestos to Buttonderry myself?
Yes, if it came from a property inside the Central Coast Council area, you book at least 24 hours ahead, and it is wrapped to Council’s specification. If you are moving 100 kg or more, or 10 m² or more of sheeting, you also need an EPA Movement ID first.
How do I know if my Terrigal roof is asbestos?
You cannot tell reliably by looking. Corrugated asbestos cement and modern fibre cement look similar from the ground. The only certain method is a sample tested at a NATA accredited laboratory.
Do I need a clearance certificate for a small job?
If the work was licensed, yes, always, before reoccupation. If you removed under 10 m² of bonded asbestos yourself, a certificate is not legally required, though many purchasers and insurers will ask for evidence the work was done properly.
